Once you have the correct mouse setup for Win7, that shouldn't be changed. At least the Win7 OS doesn't change your setup.
However... First go to "Start" then "Control Panel" then right click on "Hardware and Sound", then on "Devices and Printers" on "Mouse" then on "Pointer Options" here you can set the mouse speed.
Or here...  Simply click Start, then "Devices and Printers" and then right click on the mouse then you can select "Mouse Settings" and set everything there.
I hope this will help you :-)

PS: sorry... I forgot something.
---> After you found the correct setup, you MUST push on the button "Accept changes" otherwise you lose them again!

It seems to be a mouse driver issue.
First possibility: Delete the driver and clean your registry. Then reboot the PC and follow the Win 7 driver installation setup.
Second possibility: Simply try by editing the registry. BUT don't do the following steps if you are not so confortable with them!!!!!!
- Klick on the Start-Button -> type regedit into the search/execute field and push Enter
- Go to this path: HKEY_CURRENT_USER \ Control Panel \ Mouse and there MouseSensitivity... here you can change directly the settings with a doubble klick on the "MouseSensitivity" (this will open a new small window!!) My MouseSensitivity is set to 10
